    Delegates Lane, Walters and Armstead move to amend the committee substitute on line one of page three following the word “same” by inserting the following “Notwithstanding any other provisions of this article, no municipal user fee may be imposed upon nonresidents of any municipality without a majority vote of the residents of the county or counties in which the municipality is situated.”
